About

The rock jetty at St. Andrews State Park, in Panama City Beach, doubles as an artificial reef. You can find rays, angelfish, sheepshead and octopus around the rocks. Only boats go to Shell Island, almost 7 miles of undeveloped barrier island across the pass, and the shuttle sells its tickets outside the park, at Adventure at Sea on North Lagoon Drive. There's no shade or restroom once you land. Neither the island nor the park's beach has lifeguards.
